Free Money Bug - Need to improve

Situation 1
1. Profitable Company "A" Take loan from Bank "A", and
2. Inject the money to Company "B" (Subsidiary of Company "A") for taking loan again from Bank "A".
3. Company "B" making Special Dividend to Company "A" and transfer back the money to Company "A", the rest money will make donation to the politic parties.
4. Make Company "B" Bankruptcy , then it will affect Bank "A" on Liquidity Risk.
5. Bank "A" declare Bankruptcy, the loan for Company "A" will become free Money and no need to pay back.
Situation 2
1. In early game, Company "A" take loan from Bank "A",
2. Bank "A" is facing liquidity Risk due to economic down , and declare bankruptcy.
3. Company "A" no need to pay back the loan and it become free money.
The question is, do we need the government central bank for taking control the Bank "A" asset and Company "A" continue pay back the loan to avoid these free money ; or any other suggestion for control this bug ?
