Divide this option for factory and retail store.

When I built factories in each city, if supply of one factory is not enough, the city's retail stores buy products from factories in another city. From this time, retail supply lines are twisted and freight costs are increased.
So I want to divide this option in two and activate it only in factories.

Additionally: the COO should check the "big picture" in the supply-chain from time to time.

I had cases with factorys in city X, Y and Z, relying on semi-products from factorys in the same city.
One factory in X had a shortage, so COO changed that supply-source to Y.
Now Y had a shortage because of that, so he changed that supply-source to Z.
Now Z had a shortage....

In the end everything was carried around the globe for no use - and the sources where never set back to the orignal ones.
