AI instructions don't work

When I try to set instructions for my subsidiary companies, they almost never do what is being asked. I have one that I set to just expand in retail, 10 years later, not one retail store was opened. Others, I instruct to produce certain product classes, or to just farm, again either does something else or just doesn't start any manufacturing or farms, etc. The AI issues make the game very boring, but it has great potential. It's just not there right now

You may need to check for other factors that might be blocking expansion. Do they have enough money for example?
Might be useful to post a savegame of this so the developers can see what is going on.
