Multiple warehouse floors if B&F DLC is disabled

Can I use "multiple warehouse floors" if I have Banking and Finance DLC but it is disabled?

Warehouse Floors=Multiple

Got B&F and tested that myself. It won't work if B&F DLC is disabled.

Experimental DLC also gives you the capacity, but every scenario needs it manually turned on before you start
