I noticed when buying another players R&D firm the technology progress resets. And all 9 squares become blank again.

Sometimes it will remain the same with the process remaining.

It is because the R&D projects were based on the original owner's tech. When you became the new owner, the R&D projects must be reset to be based on your tech.
