As we have retail and warehouses with multifloors, it would be great to do it with R&D too to win some space on town grid.
Another point, i don't think that it's possible, but if we could link R&D units betweens floors to have 27 units to research the same thing it would be great

PS: managing near 100 R&D centers can be a real pain

Multi-floor R&D does sound like an interesting concept - although balance wise is may be a bit disruptive as you save on land costs for 3 times the R&D level. On the other hand that can be controlled by just making it a difficulty setting like the other multi-floor buildings.

Having said that I doubt it will make management of the various R&D buildings any easier. You still have to click through each floor to change the research.
