Natural Resource Label not displaying

I have noticed that when certain objects are on top of a Natural Resource deposit the label for that resource is not appearing on the map itself:

I think the problem here is that objects are allowed to be placed on top of Natural Resources in the first place. I think that is normally not allowed.
