I find this immediate rating change inherently wrong. It create monsters like this on a screenshot below. Trust me, it is one of the best openings in the game and I am definitely not heading to a default ;)
For me it is basically 16M of free money.

I loaded your save game, quit it and started a new game using the exactly the same settings as yours but my bond stayed at around $100 and never saw it dropped below $90 with the v6.0.10.

Have you tried starting a new game? Did it still drop to $20?

Of course it is reproducible. I suspect that apartments upfront salaries are the reason for this. (Not salaries themselves but expenses. I think that for example a donation to political party will do the same)
Try to build a couple of apartments like I do.

I go to the new bond interface and choose amount, desirable term and get a bond at, say, 7.25%p/a interest. Immediately after that I am able to issue a second bond for the same (or any other) amount and the same term. This second bond will have 1.0% lower interest.
I just tested it in the same way that you described but didn't get a lower interest - see the attached screenshot.

Please try the latest version 6.0.08 and see if it makes any difference.
I have sent you a save file. You can run it and immediately push issue bond now several times. I see this after issuing several default 10M bonds:
(by the way, the save that I PM'd you is from 6.0.7)

Just in case, this bug still exist. 6.0.11

With that said it is just the same situation with $10m starting capital instead of $30m. And you don't need to invent bonds for it.
If it is still too easy, then you may try the extreme setting: $10M starting capital with 80% bond.
Conclusion.
Yes, 80% bond makes starting situation more difficult. But bond itself is not a viable option for me. This money are too expensive. Even adjusted for 3% inflation.
If it is too difficult, then you may adjust the percentage of bond to a value that strikes the best balance for you -- being not too difficult, and not too easy either.

I would say that Capitalism Lab is a highly customizable game. The way you want to play it is totally up to you. You could make it a difficult game or an easy game, so something in between, using the assortment of options it provides.
Oh, by the way. Looks like bond idea gives you an option of a jumpstart but on the other hand reduces your ability to do certain company manipulations. So in the long run bonds are a good addition to the game.

And still the bond system is broken. My bond rating is dropping over time. The only change is that over time my salary is increasing. But on the other hand I reinvest back all this money to increase my share in my company and as a result my bonds become smaller and my overall debt burden decreases. Actually that is the only thing I do.

Save files attached.
