The interest rates do vary based on the borrower's credit ratings. Screenshot: download/file.php?id=4203

Currently the loan interest rates are always a fixed number of points higher than the deposit interest rate. So that when the player changes the deposit interest rate, it will automatically affect the loan interest rate. If what you meant is the ability to decouple the loan interest rate and deposit interest rate, then currently it is not possible in the game. I believe that technically it could be implemented, but gameplay wise, not sure if it is a good idea. Perhaps it's better to revisit this after the beta-test has started and feedback can be collected after actual gameplay experience.
