i still think stuff like this and resources should be on separate "off city" map tiles - with more realistic resources - eg you have an area of oil you can build multiple wells on.
Given solar farms have a life expectancy at 25-40 years and wind turbines only 20 years that would be a lot of micro having to replace them all
The exploit factor as noted would be a concern, no shutting down your power station and suddenly everything goes off..
given you mention zoning that could be another issue, once your major of every city, if you zone nowhere for power/industry you could potentially prevent any competitor from the market.
i dont see the need for a quality rating on power.. its either provided or it isn't. solar power isn't half as good because its only produced half the day. I dont choose my electricity provider based on how good there electricity is.
i dont believe fusion power should be in base game, since its not commercially viable at this time.

I would suggest that you create a poll for your suggestion to gauge the community's interest in it. There would be a higher chance that the dev team will implement it if the interest level is high.
