That's a 13k cash loss for the city when the city hasn't done anything...
The 13k "cash loss" in that few seconds, is just the daily cost of civic buildings. The income of city is a monthly gain, but expenses are daily tick.

Pause the game, and try building and demolishing you will find the city's cash just goes up and backs down to the same amount, since you purchase the land from the city, the city gains cash, when you demolish and sell the land, the city buys back the land, the city loses the same amount as it purchases. If you demolish without selling the land back, the city retains the cash it gains from the land sale.

Although sometimes it does have some inconsistency, and might have something to do with the land value changes described in http://www.capitalismlab.com/forum/view ... f=7&t=3850

no it isn't, the city has no civic buildings.
there is nothing in my test city at all, it starts with 100m cash and no buildings (except the ports).
the AI opens stores (even though there are zero customers) which makes the city money go up, the AI then closes them which makes the cities money go down.

The city ends up appearing to buy the land back for more than it was sold for ? (why would the city pay more and make a loss, when all they will do is later sell the land again)

As I added later in the reply, it might be due to the land price change, when a building is built on a higher land value area, it's possible to change the land value, it's related to how building and demolishing affect the land price.

Also, if you said is true, it's an empty city why would it starts at 100,319,127, with extra 319,127 cash? You must have done something. And did you turn on inverse inflation? It can also cause cash to shrink automatically. And if it is really a bug due to wrongly calculated land price, you might want to post a screenshot and save game, so it's easier for the develop team to debug.

That's not the only bug related to goal screen in CES DLC, like in this screenshot, the goal is for a city (Crawfordsville) that doesn't exist.

its possible to make AI build stores in a city and choose where AI builds them just buy dropping a few buildings to permanently increase the land value. they will continue to build and demolish stores.

on the plus side this means the AI mayors build all the civic buildings close together in that "high value square" so its a good way to get them to do that.

This sounds a lot like the old land plot price exploit, make AIs build worthless buildings around an area and mass selling the land to make a profit (but it's way back in the older core game)

How do you make a new city's mayor to auto-build civic buildings? Your party's mayor supposed to run it for 30 years. Or you are just referring to any existing city?

I just found the city and leave it with nothing built, then let AI mayor take over when 30 years are up

This bug will be fixed in the next patch v4.2.08.
