Could you please look into the following.
In me first scenario with the Service Industry DLC, the Retail focused AI build way way way more commercial buildings then the Real Estate focused companies. In my script i defined 2 AI companies to be Real Estate and 22 Retail focused, along with others for bank, stock, insurance etc but those are no the point of interest in this post.
In the first 2 screenshots below you see the 2 Real Estate companies, which both in a span of only 3 years build a whole total of 1 and 2 commercial buildings.
The 3rd and 4th show 2 of the 22 retail focused which in the same years span build a whole total of 1 shop and up to 9 !! commercial buildings.
Now there are a couple of Retail focused who only build shops, but more then halve seem to focus on commercial buildings, while the Real Estate companies seem not interested in expanding.
Now this is world completely defined through a script, which causes the game to start with an office Supply/demand of over -50.
My thoughts of causes:
- Do the Real Estate companies know what to do with the Shop area in the new buildings?
- Are the retail companies to much keen on the extra income that commercial (and appartments for that) buildings provide beside the Shop area?
- Do the Real Estate companies start with a to low amount of cash to start expanding (like banking and Insurance companies do)?
- Does my script create a to unbalanced world for the AI to 'exploit"? -i can provide the script if wanted

I can provide the savegame if you want, all DLC enabled + Future World mod
