Central Business District

Red dot for central business district shows it is up to the north of the map.
On the land value overlay - land value map mode. The only commercial business up in the north is the one auto shop. (plus the factories)
Help required please , not sure why this is so - red dot for CBD is up north of the city

I don't get it - I just looked at the city of Penrith and the CBD is in the centre of the city. It is not in the north:

In the case of Blue Mountains it is located where the 3 shops are (as that is only where any activity is taking place).

Am I missing something?

It turns out that when I moved he single auto shop in the north east of Blue Mountains, the CBD shifted south. Hmm

Please be informed that the CBD location is updated once a year.

I loaded your save game and ran it for a few months. The CBD location was updated in the next year. Please see the screenshot.
