I tried adding this to the game:
[CITY ECONOMIC SIMULATION DLC]
Developed City=Yes
First City Population=20
But I could not get it to work as it does not recognise First City Population. Is there a valid script line for this?

In the next version 10.0.13, you will be able to place First City Population=<number> under with the heading of [CITY ECONOMIC SIMULATION DLC] or [ENVIRONMENT].
