This will be improved in patch 1.941 in the following way:

Added a new button for the Purchasing Unit and Manufacturing Unit for overriding the pre-defined product type and production method from a layout plan. This allows the player to override the layout plan’s settings for more flexibility.

the factory in first picture doesnt use a library layout, the factory in the 2nd does.
I only use blance layouts (so without products)

Did you use a layout from the layout plan library for this factory?

I know David, but as you can see the box which was making glass switched to blance when the supply of silica stopped (as do other products of which the single resource supply is stopped).
Beside that, if you switch the purchase of silica to for example silicon, the manufacuring box stays on silicon instead of switching to CCD's. (thats how i noticed this "bug").

Below are 2 pictures from the v1.935.
In the first i switched the purchase of silicia to oil, the manufacturing units, after having depleted their own stock of silica, should switch to producing plastic.. they dont.
I disconnected the glass manufacturing from the inventory, did the same but reconnected with the red silicon, and kept the black silicon connected the whole time....

In the second picture i turned it around in another factory, so i switched the purchase of oil to silica, there the manufactiring units emediatly switched to producing glass.

Actually, in order to use the Set Production button, you must have the Purchasing Unit supplying the required Silica in your case. (You have stopped it and there was no supply)

The factory is in Kingston.
I did some further testing on this, and it seems to be only with silicon.. I tried this with other products that only need 1 recource (oil-plastic, silica-glass) and with those the manufacturing box goes empty if the recource is cut, as it should be. This picture from another savegame of another custom game i started shows this the best: After stopping the purchase of silica the silicon box stays, while the glass production box goes empty.

Version 9.134:

I setup a L factory to produce cpu, but accidently choose the purchase department to buy silica, i set the manufactering to silicon.
Then i was thinking to build M factory to produce Silicon and change the L factory to produce CPU's. So i hit the "Stop purchase" in the L factory
But when i switched the recource in the purchase department, the "Set production" didnt come up. Included a screenshot:
