Government can demolish building and sell land

If you are trying to demolish a government owned property there is an option to Demolish Building Only or to demolish it and sell the land.

However as a government you cannot own land independently of a firm (or more specifically you cannot exclude anyone from buying land unless there is a firm on top of it as the government actually owns all land that someone else hasn't bought yet) so the option Demolish Building and Sell Land should be removed as it is meaningless (the land is always 'Sold').
