I would imagine that the sliders below would function similar to how the buildings in CES currently work at the moment.

The sliders, especially property management, influence the quailty of the building overall. This quality (tied to existing factors like closeness to city centre, shops, etc.) is multipled out to a current score similar to civic buildings, which in return adds up to a % of average market rent (the better the quality, the more rent).

Just a thought given the current setup of the existing civic buildings.
