Anything below the 3x3 setup screen is unselectable when the dropdown list for R&D appears
Edit: This INCLUDES the [OK] and [Cancel] buttons

I have the same problem too. I also find it is hard to use the scrollbar, sometimes it doesn't even work.

same problem as above, cant select anything below the firm window in the R&D selection (as shown in pictures)
