Select cities?

Is there a way to define the cities you want to start in?
I have to start 5-6 times until I like the selection of 2-3 cities.
I would like to choose them, I can add one percentage point more or less to the degree of difficulty, but without it it's quite boring.
I also don't like the selections if you have activated the DLC´s . No known and certainly not big cities. Everything very small and unknown. Would wish me there clearly more selection.
Is there perhaps a trick to do this manually?
