Subsidiary ignore management policies after IPO

I had made a new subsidiary to produce Snacks only. I had also checked out all the expansion boxes. So the subsidiary should only produce snacks.
However, I found out that the subsidiary got into Telecom after it went IPO. Seems that the management policies are not reinforced.

Is the Expand into Telecom checkbox selected?
Do you still have the majority control over the company after IPO?

Do you have a save game where I could run it, and the AI company will build a telecom company as time passes? If so, please send me the save game and I will check it for you.
