You can find save game files of Capitalism Lab from the C:\Users\<your user name>\Documents\My Games\Capitalism Lab\SAVE

Tech Top =0 . I solved it by making Wifi-Router on the market. (Electronic cimponents + Plastic). I guess people need Router to use Internet.
