Wasteful AI Behaviour - insists on researching software it cannot create

I have noticed that my subsidiary has set up a software company - it is trying to research presentation software but it can never create it. The reason is that no operating system exists yet.

Either the AI should create an OS first or it should not be creating any software at all as it is burning through its money on something it cannot accomplish.

There are zero - no-one is making an OS in this game.

I suppose it makes sense in the context of the Digital Age DLC where normally a company is formed at the start of the game that always creates an OS. But you can turn that off now with a script.
