Mansion cannot be moved - but city has the money

See the attached savegame. Try to move the For Sale mansion depicted in the screenshot to another location.

It cannot be moved - the message is that the city does not have enough money to compensate the owners but the city has billions in the bank.

Some mansions can be moved however, try looking at some mansions in the city's outskirts and these can be moved.

Note: After some testing I have verified that the bug is that it is not looking at the city's money, it is looking at my personal money, which is not enough. If I give myself some money I can move it (however it deducts the city's money when the move is made, not my money).

They are useless, which is why I was trying to move them out of the way.

Edit: Mansions are just things you or other wealthy individuals can buy - they don't do anything but they can appreciate in value over time or use up valuable prime land that your rivals might want.

It was a rhetorical question, I just wanted to raise the debate, they are useless.
the player tries to be the richest in the world with 64B dollars, then a mansion costs 1M, it would be cool if it cost a thousand times more than now, and somehow provided a point of expertise or had some benefit for the CEO/company.

This bug will be fixed in the next version 9.1.66.
