ALT-R does not work?

ALT-R does not work?

I enable the Cheat Mode but ALT-R does not open the Road Editor.
what is missing?
ALT-C and ALT-X are Ok

You have to be in control of the city's mayor and select the government mode in order to use the road editing function.

and how do I get it?
or only works with City Economic Simulation DLC

It requires the City Economic Simulation DLC.

it should be able to be used anywhere.
in the construction of industrial zones with large factories we lose a lot of space because of the roads.
