Subsidiary ignore management policies after IPO

I had made a new subsidiary to produce Snacks only. I had also checked out all the expansion boxes. So the subsidiary should only produce snacks.

However, I found out that the subsidiary got into Telecom after it went IPO. Seems that the management policies are not reinforced.
