First the issue is with PRODUCT R&D not Tech. Tech works fine.
We have fixed this bug. The fix will be available in the next patch.

Just one other curious thing on that game. The AI companies seem to not handle input shortages properly. If you look in Buenas Aires, and filter for Target Corporation, you will see they keep building Red Wine factories. (I believe its 60 at that point, was 65 when I merged with them.) They would build farms with one grape crop unit. The factories would have no supply because of no input. So the AI appears to be building more factories to create more supply of wine, rather than build farms with all grape crop units to correct the input shortages. Very curious and quite annoying, since I had to deal with all that junk when I acquired them!
